Previous Update: January 5, 2012
Hello again, everyone! Sorry I have been away so long, I won't go into the details except to say that my office again has been without critical personnel - we are in the process of hiring a new Deputy Constable, and I expect to be bringing updates and changes rapidly from here on out.
Many things have happened since I last updated the site, including major legislative changes. Here's the short list:
1. The "teen sexting" law passed and went into effect, as did new laws concerning texting while driving, making synthetic drugs such as "K2", "Spice", and "bath salts" controlled substances, removing the nighttime speed limits (FOLLOW nighttime limits until signs are removed !!!), prohibiting private citizens from possessing or using caltrops or tire spikes, and Voter ID, amongst hundreds of bills. Remember to sign up for JP and Constable Legislative Updates courses through the Justice Court Training Center.
2. New requirements went into effect for Juvenile Case Managers, and training was held in December in Midland, hosted by Judge David Cobos. Judges, if you have clerks that are specifically designated as Juvenile Case Managers, you MUST have them obtain the training. Contact Judge Cobos' office as noted below to check into future availability of the training:
Hon. David M. Cobos, Pct. 2 (1997) Chief: Arden Ann Rainey 707 West Washington Midland, TX 79701 (432) 688-4722 Fax: (432) 688-4949 email: david_cobos@co.midland.tx.us
3. Redistricting: as many of you already know, redistricting has caused an uproar within the Texas political world, and delayed our 2012 election cycle. Instead of posting continual changes here on our site, I strongly recommend that everyone stayed tuned to the media, to the JPCA website and e-mails, and to the Secretary of State's website at this link: SOS Elections Information
4. 2012 WTJPCA Conference: at this time, all information is tentative, but at present we are planning on our conference to be held at the Embassy Suites in El Paso, April 18th-21st. We are planning on having our own resident TJCTC Instructor, Judge Robert Pearson, put on some training for the JP/Clerks. For the Constables, we are planning on two major courses: one for elected Constables and command staff on Evidence and Property Management, and for the local deputies who will be attending in droves, we will put on 12-16 hours of Tactical Communications for Law Enforcement. Constable courses will be covered by LEMIT for TCLEOSE hours.
Please, this information is tentative; Constable Lopez and I have a meeting set for Monday, January 9th with the hotel to finalize details, and shortly thereafter we will announce the opening of the room reservation block.
5. Again, if there are any updates to officeholders, addresses, etc., please shoot those along. Again, I apologize for being out of the loop for so long, but I am back in the saddle again and will get those changes done pretty quickly.
